This project is aimed at the promotion of VOCs control and relevant operation planning by courtesy of EPA’s support. The work items include 1) keeping on the promotion of VOCs reduction, 2) regulating the stipulation of VOCs control technology, corresponding measures, HAP definition and the calculation guideline of the emission, 3) investigating the emission operation and the outcome of the above control plans. We have carried out the following works, including 1) bulletining the related stipulation for petrochemistry and optoelectronics industries, carrying out 20 operation forms and 4 seminars with the industry people, 2) integrating the resources of EPA and carrying out 10 counsel meetings and the operation guideline, 3) completing the facility list for CD-rom, printing, PCB and surface painting industries, estimating 40,488 tons emission reduction by adopting the amended 4 relevant rules, 4) studying classification of area source and establishing the investigation process of emission for consumer product, 5) examining by air quality computer modeling and simulation, the air quality index on PSI improving to 3.55% in 2021 in Kao-Ping Air Quality District, 6) suggesting a prior control pollutant of 7 HAP compounds, including xylene, toluene, ethyl benzene, tetrachloroethylene, phenol, butanone, isopropanol.
